On January 3rd, the Ministry of Education of China issued the revised “Regulations on the Management of Student Enrollment for Primary and Secondary School Students,” which made many additions and modifications to the provisions in the 2013 issued “Regulations.” Notably, the 2025 edition specifically added Article 18 regarding dropout issues: students in compulsory education stages are not to have dropout procedures processed. For high school students, dropout applications are to be submitted by parents or other legal guardians, and after school confirmation, reported to the higher-level student registration authority for record-keeping. The specific methods for deregistration of student records are to be formulated by provincial education administrative departments.
In recent years, there have been frequent reports in society of students self-harming and committing suicide due to bullying, excessive academic pressure, and insults from teachers or family members, with the age of victims showing a continuous decline. The credibility of the Zhongxiu (Chinese Education) in the educational field has been almost completely lost; not only are students unwilling to undergo the oppressive education in schools, but many parents from the lower classes are also gradually seeing through the true nature of this education and refuse to send their children into this hellish environment.
However, Zhongxiu cannot abandon the school as an important tool for class struggle, nor can it give up placing the children of the working people under the control of Confucian hierarchical ideas and capitalist ideology. Therefore, it has resorted to the despicable means of “compulsory education” and explicitly banned students from dropping out. It claims that compulsory education is “the foundation for improving the quality of the nation and the starting point for achieving social fairness.” However, the essence of bourgeois education is to train obedient servants for the ruling class and to instill capitalist ideological systems into young people. The Zhongxiu government uses administrative orders to confine primary and secondary students in schools, which is essentially oppressing and torturing students.
